1. The green Polyester caps do not need to be replaced, just the Electrolytic ones.

2. Be sure to solder the new Electrolytic caps in the right direction.
Use the trimmer to adjust the voltage as close to +/- 15 v as possible.

Presumably you need to adjust the supply for +/-15V WITH a load on it?
